Downtown Bozeman Arts, Placemaking and Safety Information & Grant Application

Purpose:

The Downtown Bozeman Arts, Placemaking, and Safety Enhancement Grant aims to empower property and business owners within the Downtown Urban Renewal District to invest in projects and improvements that enrich the cultural landscape, enhance public spaces, and promote safety. By fostering private investment and collaborative efforts, this program seeks to revitalize Downtown Bozeman, creating a more vibrant and secure urban environment for all.

Background:

Administered by the Downtown Urban Renewal District Board in accordance with Montana Urban Renewal Law, these grants support public urban renewal activities that complement private development initiatives within the district. Since its establishment in 1995, the program has been instrumental in stimulating private investment and improvements that add to the tax base while also enhancing the livability of Downtown Bozeman.

Use of Funds:

Grant funds may be utilized for a variety of purposes aimed at enhancing the cultural vibrancy, aesthetics, and safety of Downtown Bozeman, including:

  • Art Installations: We propose the installation of public art pieces strategically placed throughout Downtown Bozeman. These installations will serve as focal points of cultural expression, adding aesthetic value to the area and fostering a sense of community pride. By incorporating local artists and engaging community input, we aim to create artworks that resonate with residents and visitors alike, enriching the cultural fabric of Downtown Bozeman.
  • Placemaking Activities: Our placemaking initiatives will involve the activation of underutilized spaces within Downtown Bozeman through temporary installations, pop-up events, and community-led activities. By transforming these spaces into vibrant gathering spots, we seek to foster social interaction, encourage pedestrian traffic, and promote a sense of ownership among community members. From outdoor performances to interactive art installations, these activities will contribute to the vibrancy and vitality of Downtown Bozeman.
  • Safety and CPTED Implementation: In alignment with our commitment to creating a safe and secure environment, we will integrate principles of Crime Prevention Through Environmental Design (CPTED) into our urban planning and development efforts. This will involve the strategic design of public spaces, streetscapes, and lighting to deter crime, enhance visibility, and promote a sense of safety among residents and visitors. Through collaborative partnerships with local law enforcement, urban planners, and community stakeholders, we will identify key areas for intervention and implement targeted strategies to improve safety in Downtown Bozeman.

Funding Parameters:

Eligible projects may receive funding support based on the proposed scope, impact, and alignment with program objectives.

The grant program is designed to incentivize private investment by providing financial assistance for eligible projects within the Downtown Urban Renewal District.

Eligibility Requirements:

  • Property located within the Downtown Urban Renewal District.
  • The Applicant must be the owner of the project property. If not, the Applicant must complete the program’s Letter of Acknowledgement thus providing the approval of the property owner to proceed.

Application and Decision Process:

Application forms are available by request from the Downtown Bozeman Partnership.

Applications will be reviewed by Downtown Bozeman Partnership staff under the supervision of the URD Board. The Partnership will review applications on a first come, first served basis for the duration of funding availability. Projects that are recommended for approval will be submitted to the URD Board for final approval. The decisions made by the Partnership staff and URD Board are final.

Award recipients will receive a Letter of Award confirming the grant award and any conditions deemed necessary by the Partnership for receipt of the award.

NOTE: If applicant does not own the project property, a Letter of Project Acknowledgement must be completed by the applicant and current property owner.

Payment of Award:

Accepted applicants to submit documentation of project expense as outlined in the Certificate of Completion.

Reimbursement processed upon verification of eligible expenses and completion of the project. A maximum amount of $10,000 will be awarded per selected project.

Term of Agreement:

Funding commitment effective for the duration of the project or as specified in the grant agreement.
